the mill creek community is a low income community located in west philadelphia. the blue river shown on the diagram represents the old mill creek that used to run through the area. it was buried in the 1930's and now runs underground as part of the combined sewage drainage. The community has suffered from continual and severe flood damage as a result of buried creek.
